Synopsis

As a rookie cop in the messy party town of Dewey Beach, Thomas is instantly assaulted by every manner of crime and chaos. He arrests a man who was beating his girlfriend. The man tries to run away. He catches the man again and to Thomas’s amazement the man admits to rape right out loud in the cruiser, ensuring he’ll go to prison.
