Synopsis

Joe is brand new to New York and walking drunk near Times Square in the late 80s when hooligans in a passing car hit him in the head with a big wad of wet toilet paper. He runs to the police to report the incident and they make it clear this is not the sort of incident the NYPD would waste its time on.
